ACMA: Is the writing on the wall?

Yesterday I noted that I'd filed a complaint with the ACMA about the Over the Horizon Radar I detected interfering with the 40m Amateur Band.

I received a response from ACMA:

Hi David

Thank you for submitting you request for interference investigation.

The ACMA has assessed your request against its compliance and enforcement policy and has rated the request as a low priority.

This means that the ACMA has noted the issue but will not be commencing a resourced investigation into this matter at this stage.

We are however monitoring the band to see if there is a wider issue for us to consider.

Another chap received precisely the same useless response. 

Last night, this same chap mentioned he was hearing it on 20m. I jumped over to 20m to see what I could hear:

This morning I've been hearing the same every few minutes for about 1 minute. I started paying attention to the waterfall around 5.50am. For about 15 minutes it appeared every 3 minutes.

So.. at a time when ACMA wants us to move to a "class license" system that provides us no protection from interference and offers us no assistance if we cause it, does the very fact that they are not interested only prove that the writing is on the wall?
